اینترنتی در کار نیست
وضعیت اینترنت کشور و سقوط کسب و کارها
آینده مبهم اینترنت، بسیاری از معادلات را عوض کرده است. گروهی از کارشناسان و برنامه‌نویسان در حال مهاجرت به کشورهای همسایه هستند. اپلیکیشن‌های زیادی از ورشکستگی خود خبر می‌دهند و برخی برندهای بزرگ ایرانی مانند یکی از مسیریاب‌های شناخته‌شده داخلی با انتشار بیانیه‌ای از تعطیلی خود تا پایان امسال خبر داده است.
بخش زیادی از مشاغل آنلاین و نزدیک به 300 هزار فروشگاه اینترنتی از سقوط فروش خود خبر می‌دهند و حالا نگرانی‌ها به ادامه حیات اپراتورها رسیده است. اپراتورهایی که درآمد عمده‌شان از محل فروش اینترنت بوده و این روزها با کاهش شدید درآمد مواجه شده‌اند.
بسیاری از کاربران نگران هستند که اپراتورها بخواهند زیان خود را با افزایش قیمت خدمات اینترنتی جبران کنند و به‌این‌ترتیب دست بسیاری از کاربران کم‌درآمد از اینترنت کوتاه شود.
فیلترینگ در ایران تا جایی پیش رفته است که عملا کاربران ایرانی تنها به سایت‌های داخلی دسترسی دارند. به‌تازگی کیوان جامه‌بزرگ، عضو هیئت‌مدیره سازمان نظام صنفی رایانه‌ای استان تهران به پایگاه اطلاع‌رسانی این سازمان گفته است که در‌حال‌حاضر چیزی به نام اینترنت نداریم و چیزی که وجود دارد یک شبکه دست‌و‌پا شکسته و ناپایدار است که مسئولان هم به‌صراحت گفتند هیچ حسابی روی تداوم فعالیت پلتفرم‌های بین‌المللی آن باز نکنید. او گفته است که «نتیجه این سیاست این است که در آینده، اقتصاد دیجیتال هم نخواهیم داشت و پیرو آن سایر صنایع کشور نیز در این شکاف دیجیتالی سال‌ها عقب می‌افتند». با این حال عیسی زارع‌نژاد، وزیر ارتباطات، بارها اعلام کرده است که اینترنت در ایران اختلالی ندارد! ادعایی که موجی از یأس درباره آینده اینترنت در ایران ایجاد کرده است؛ به‌ویژه اینکه دوباره مجلس طرح صیانت از فضای مجازی را در دستور کار خود قرار است. این چشم‌انداز ناخوشایند بنا بر اعلام اتحادیه فناوران رایانه و انجمن کسب‌وکارهای اینترنتی به مهاجرت کارشناسان و برنامه‌نویسان دامن زده است.
از آن سمت بسیاری از اپلیکیشن‌های داخلی از زیان سنگین خود و ورشکستگی‌شان خبر می‌دهند. چندی پیش مسیریاب بلد اعلام کرد که تعداد زیادی از نیروهای خود را تعدیل کرده و احتمالا تا پایان سال بیشتر خدمات نمی‌دهد.
به جز این سازمان نظام صنفی یارانه به‌تازگی گزارشی منتشر کرده و اعلام کرد که براساس نظرسنجی صورت‌گرفته تقریبا تمام مشاغل آنلاین از قطع اینترنت ضرر کرده‌اند و بیش از ۴۱ درصد شرکت‌ها ۲۵ تا ۵۰ درصد درآمد خود را در این مدت از دست داده‌اند و حدود ۴۷ درصد هم بیشتر از ۵۰ درصد کاهش فروش داشته‌اند. تنها ۱۱ درصد کسبوکارها نیز کمتر از ۲۵ درصد کاهش فروش را تجربه کرده‌اند که این سازمان احتمال می‌دهد تحت تأثیر نوسان‌های کوتاه‌مدت باشند. بر‌اساس‌این ۵۳ درصد مشاغل اعلام کردند روزانه ۵۰ میلیون تومان ضرر خواهند کرد. ۲۱ درصد نیز ضرر ۵۰ تا صد میلیون تومانی و حدود ۱۸ درصد خسارت بین صد تا ۵۰۰ میلیون تومانی را گزارش کرده‌اند. قریب به هشت درصد مشاغل نیز روزانه بالاتر از ۵۰۰ میلیون تومان خسارت می‌بینند: «اگر تعداد کارکنان را شاخصی برای بزرگی شرکت‌ها بدانیم، تقریبا همان هشت درصدی که بالای ۲۰۰ نفر نیرو دارند، احتمالا روزانه بالای ۵۰۰ میلیون تومان خسارت خواهند دید و همان ۷۳ درصدی که زیر ۵۰ نفر نیرو دارند، روزانه ۵۰ میلیون تومان خسارت خواهند دید. هرچند دولت خبر می‌دهد که بسیاری از کسب‌وکارهای آنلاین به پلتفرم‌های داخلی مهاجرت کرده‌اند؛ اما مسئله اصلی این مشاغل این است که آیا می‌توانند دوباره مخاطبان خود را بازیابی کنند یا جامعه ایرانی همچنان ترجیح می‌دهد به پلتفرم‌های داخلی اعتماد نکند؟
سقوط درآمد اپراتورهای موبایل
زیان‌ها به همین‌جا ختم نمی‌شود و وضعیت نامشخص اینترنت، سرنوشت اپراتورهای موبایل را در هاله‌ای از ابهام قرار داده است. اپراتورهای تلفن همراه می‌گویند که چیزی حدود 60 تا 70 درصد درآمد آنها از محل فروش اینترنت تأمین می‌شود و حالا با اختلال اینترنت درآمد اپراتورها از محل فروش اینترنت تقریبا نصف شده است.
علی توسلی، عضو کمیسیون اینترنت و انتقال داده سازمان نظام صنفی رایانه‌ای استان تهران، در خبری که روابط‌عمومی این سازمان منتشر کرده، خبر داده است که «براساس اطلاعات به‌دست‌آمده در ماه گذشته اپراتورها بین ۳۵ تا ۴۰ درصد افت فروش اینترنت داشته‌اند که به دلیل وجود اختلال در اینترنت کشور است. مشتری به علت وجود اختلال سرویس نمی‌خرد و اگر هم سرویسی را تمدید می‌کند، کمترین حجم را تهیه می‌کند؛ چراکه به پیام‌رسان‌ها و فضا‌های مورد علاقه‌اش در اینترنت دسترسی ندارد. کاهش حجم اینترنت مصرفی در کشور نیز گویای همین مسئله است». به جز این اپراتورها ناچار هستند ترافیک داخلی را ۵۰ درصد ارزان‌تر به مشتری بفروشند و این مسئله نیز عامل دومی است که درآمد اپراتورها از محل فروش اینترنت را کاهش می‌دهد. نکته دیگر اینکه افزایش هزینه بابت تبادل ترافیک با ارائه‌دهندگان خدمات پایه کاربردی است. طبق مصوبه ۳۱۸ کمیسیون تنظیم مقررات ارتباطات وزارت ارتبطات و فناوری اطلاعات، اپراتورها موظف هستند برای خدمات پایه کاربردی داخلی، به ازای ترافیکی که در مرکز IXP با آنها مبادله می‌کنند، پول پرداخت کنند و چون در این ایام مصرف آنها زیاد شده، پولی هم که آنها برای ترافیک peer to peer می‌پردازند، افزایش پیدا می‌کند. بنابراین ادامه روال فعلی عرضه اینترنت نگرانی‌هایی جدی برای ادامه حیات اپراتورها ایجاد کرده است، نگرانی‌ای که می‌تواند به افزایش هزینه خدمات اپراتورها و درشت‌تر‌شدن رقم قبوض مشترکان بینجامد و البته دست بسیاری از کاربران کم‌درآمد را از خدمات اینترنتی کوتاه کند.
زیرساخت‌های کافی نداریم
کیوان نقره‌کار، کارشناس فناوری اطلاعات و ارتباطات، به «شرق» می‌گوید: اینکه اپلیکیشن‌های داخلی، برنامه‌های نرم‌افزاری و خدمات‌شان بتواند مورد توجه کاربران قرار بگیرد، اتفاق خوبی است؛ اما پیش از هر اقدامی برای رسیدن به این توجه آیا الزامات را داریم یا خیر؟
او شرایط لازم و اولیه اپلیکیشن‌ها را برای اینکه مورد توجه مردم قرار بگیرند، شش مورد می‌داند و توضیح می‌دهد: «در وهله اول ما به زیرساخت‌های فناورانه نیاز داریم. تا بحث توسعه اپلیکشن‌های ایرانی می‌شود، همه سراغ حمایت‌های مالی می‌روند؛ درحالی‌که حمایت مالی فقط یکی از ابعاد زیرساختی است و ما زیرساخت‌های مختلفی نیاز داریم. برای مثال یکی دیگر از همین زیرساخت‌های لازم، وجود فضای اینترنت ثابت و بدون قطعی، با سرعت و کیفیت ثابت است.
دومین مورد تسهیل مقررات و قوانین است. اینها نباید گرفتار پیچ‌وخم بوروکراسی شوند. نکته سوم همان حمایت مالی است. نکته چهارم و مهم نیز داشتن پاسخ‌گویی است، به این معنی که اپلیکیشن‌ها جنبه دولتی و کلان پیدا کنند و دائم به فکر گرفتن بازخورد خوب یا پاسخ‌گویی در برابر انتقادات باشند». نقره‌کار برخلاف تصور عموم پنجمین ملزوم برای موفقیت اپ‌های ایرانی را ادامه حضور بازارهای بین‌المللی می‌خواند. به گفته او بر کسی پوشیده نیست که بازار انحصاری هیچ‌وقت بازار خوبی نیست و نمی‌تواند کیفیت ارائه سرویس را تضمین کند. کیفیت حاصل رقابت است؛ بنابراین برخلاف این نگاه که می‌گوید با بستن پیام‌رسان‌های خارجی، بازار پیام‌رسان‌های داخلی بهتر می‌شود، پیام‌رسان‌های خارجی باید کارشان را بکنند و کنار آن پیام‌رسان‌های داخلی خدماتی را ارائه دهند که برای مخاطب جذاب باشد. «برای مثال می‌توانند برخی خدمات دولت الکترونیک را ارائه دهند که قابل تعریف فقط روی یک پیام‌رسان داخلی است. این دست موارد می‌تواند کمک کند به جذب مخاطب و حتی ممکن است به مرور برای اپلیکیشن بازار بین‌المللی هم ایجاد کند». این کارشناس ادامه می‌دهد: آخرین نکته ترویج و فرهنگ‌رسانی استفاده از اپلیکیشن‌های داخلی است. البته به شرط حضور اپ‌های بین‌المللی که تلاش داخلی‌ها برای ارتقای کیفیت را به همراه دارد تا اگر هم قرار است تبلیغاتی برای آنان شود، تبلیغ کیفیت باشد. اگر مجموع این موارد باشد، پیام‌رسان‌های داخلی هم می‌توانند تا اندازه خودشان از شرایط بهره ببرند؛ ولی اگر بازار صرفا انحصاری باشد، شک نکنید که هم کیفیت نخواهیم داشت و هم از بازار بین‌‌الملل فاصله می‌گیریم. در این شرایط هم کاربر ضرر می‌کند و هم شرکتی که بازار برایش انحصاری شده. او در پاسخ به این سؤال که در شرایط فعلی پیام‌رسان‌های داخلی را چقدر دارای این ملزومات ارزیابی می‌کنید؟ می‌گوید: در‌حال‌حاضر اپلیکیشن‌هایی که حمایت‌های مالی بیشتر و حمایت‌های کلان دولتی را دارند، بالطبع پاسخ‌گویی کمتری هم دارند. اپ‌هایی که حمایت مالی دارند، بیشتر سعی می‌کنند با تبلیغات بیشتر مورد توجه قرار بگیرند، نه با ارتقای کیفیت و نوآوری. مسئله دیگری که در شرایط فعلی مهم است، اهتمام اذهان عمومی به حفظ حریم شخصی‌اش است. موضوع بسیار مهم درباره اپلیکشین‌های داخلی هم دقیقا همین است؛ اینها هنوز نتوانسته‌اند اعتماد عمومی را به دست بیاورند. اگرچه تقریبا در بسیاری از پیام‌رسان‌های دنیا، برخی اطلاعات خاص بعضا در اختیار نهادهای اطلاعاتی و حکومتی قرار می‌گیرد؛ اما این موضوع درباره اپلیکیشن‌های داخلی بی‌اعتمادی‌های بسیاری را به دنبال آورده است. اما در شرایطی که بسیاری از اپلیکیشن‌های داخلی اعلام می‌کنند که وضعیت مطلوبی ندارند یا حتی مانند بلد اعلام ورشکستگی می‌کنند، چطور می‌توان انتظار داشت که کسبوکارها از پلتفرم‌های بین‌المللی به اینها منتقل شوند؟ این سؤالی است که نقره‌کار در پاسخ آن می‌گوید: آنجا که من می‌گویم لازم است اپلیکشن‌های خارجی در کنار داخلی‌ها به حیات ادامه دهند، دقیقا برای همین است؛ چون این‌طور می‌توانیم روی هر دو اپلیکشن فرصت سرمایه‌گذاری خارجی داشته باشیم. با این تفاوت که اپلیکیشن داخلی می‌تواند خدمات بهتری مثل ارائه درگاه‌های پرداخت بدهد تا نیاز نباشد که کاربران حتما وب‌سایت اختصاصی داشته باشند یا می‌تواند با حضور روی آن پلتفرم مجوزهایی را برای کاربران دریافت کند یا اینکه اینترنت‌شان نیم‌بها باشد و… . درواقع اپلیکیشن‌های داخلی می‌توانند امکاناتی را در اختیار کاربران بگذارند که اپ‌های خارجی نمی‌توانند. او ادامه می‌دهد: آن چیزی که مثلا برای بلد اتفاق افتاد، می‌تواند در هر شرایطی شکل بگیرد. اگر یک غرفه در نمایشگاه یا یک حجره هم در بازار داشته باشیم، به هر دلیلی ممکن است آن بازار یا نمایشگاه به هر دلیلی تعطیل شود. با این حال باید اطمینان وجود داشته باشد که اگر اپلیکیشنی قرار است ورشکسته و تعطیل شود، فرایند جبران خسارت برای ذی‌نفعان وجود خواهد داشت. در واقع به این راحتی نباشد که طرف یک‌شبه بتواند اعلام ورشکستگی کند. این همان حمایت قانونی است؛ درواقع حمایت قانونی فقط برای اپلیکیشن نیست و باید کاربران هم از آن بهره‌مند باشند. این کارشناس همچنین درباره وضعیت درآمد ناشی از فروش بسته‌های اینترنتی اپراتورهای موبایل در صورت تداوم فیلترینگ عنوان می‌کند: این درآمد بخشی از تمام درآمدهای آنان است نه همه آن، با این حال لازم است حتما کمبود آن را با موارد دیگری جبران کنند؛ در غیر‌این‌صورت در نهایت زیان آن در قالب بودجه‌هایی که باید برای اپراتورها تضمین شود، به خود مردم بازمی‌گردد یا حتی ممکن است تعرفه‌های‌شان در حوزه‌های دیگر را گران کنند. چه بسا می‌بینیم که مثلا مخابرات خدمات تلفن ثابتش را یکباره افزایش می‌دهد؛ بنابراین آسیب این موضوع در نهایت تماما به مردم بازمی‌گردد، نه آن اپراتور، چون سرویس‌دهنده از قدرتش استفاده می‌کند و با تعامل با سطوح کلان هزینه را به هر شکلی جبران می‌کند.
